Job Description
The Vice President of Economic Development will be responsible for the further implementation and oversight of a bold vision, a competitive program of work and the oversight of a team to support the goals of this dynamic region through the Fox Cities Regional Partnership – a division of the Fox Cities Chamber of Commerce. In addition, the VP will initiate and supervise programs focused on attraction, retention and expansion of new and existing businesses within the region including oversite of Talent and Future Workforce Development.
 
Responsibilities:
  • Supervises the Director of Existing Business Services in the planning, direction and implementation of a business retention and expansion program for the region’s existing industries to retain them and assist them with growth.
  • Supervises the Director of Talent & Market Research in the planning, direction and implementation of a talent recruitment and development strategy focusing on post high school education training.
  • Working with the Director of Existing Business Services, assists existing business in resolving infrastructure problems, regulatory compliance, legislative issues, etc.
  • Plan, direct and implement a new business recruitment program including site location consultant interaction, tradeshows, targeted city visits, advertising, etc.
  • Oversees and communicates all leads and visits of prospective business clients to the area including matching of interests with available resources
  • Working with the Director of Talent & Market Research, directs research activities and provides data for general publications as well as specific client prospects requests.  Provides data for all economic development related reports and programs for the Partnership.
  • Prepares Economic plans, administrative reports and funding grants for clients and prospects
  • Initiates, recommends and targets incentive programs to specific clients to ensure success in recruitment
  • Serves as the Chamber’s representative for local, regional, state and national organizations related to economic development functions
  • Serves as the face of the organization regarding public, investor and community relations
  • Develops and implements, with the CEO of the Chamber, an investor relations strategy to build and sustain the investor funding from public and private sectors
  • Develops and participates in regional alliances and collaborations related to business and community development programs
  • Recruits and recommends volunteers to serve on ED Council
  • Prepares and administers department operating budget yearly
  • Performs other duties as assigned by the CEO of the Chamber of Commerce. Reports directly to the Chamber CEO.
Supervision:
  • Supervises the Director of Existing Business Services, Director of Talent & Market Research
Knowledge, Skills and Abilities:
  •  Knowledge of economic development principles, finance and real estate is highly requested.
  • Knowledge of community resources and developmental needs is essential.
  • Must possess strong collaboration skills in working with multiple public and private sector partners.
  • Requires responsibility to understand and create metrics and benchmarks of effective economic development programs and be able to communicate them to both public and private-sector stakeholders
  • Requires the ability to package and sell the area to prospects
  • Must be knowledgeable of applicable governmental regulations, infrastructure requirements and labor markets
  • Working knowledge of policies and procedures regarding economic development is essential
  • Knowledge of computers, related software and basic office equipment is required
  • Requires knowledge of resources, organizational structure and sources of information
  • Must possess exemplary leadership skills needed to grow and sustain support for this economic development organization and its mission
  • Must possess management and organizational skills to coordinate the work of subordinates, maintain files, and logs and compile date to generate reports
  • Must possess excellent communication skills, both written and verbal, and the ability to establish and maintain effective working relationship with co-workers, subordinates and the general public.
 Qualifications:
  • Completion of a bachelor’s degree in Business, Economics, or equivalent combination of education, related experience or training would be required to prepare for this position.
  • Certified Economic Development (CEcD) status is desirable.
  • Knowledge of Wisconsin Economic Incentives and policies a plus.
  • 5-10 years of experience in economic and/or community development preferred.
  • Proven track record in fundraising for economic development from public and private sector investors.
